If a migration plan is created from that process to itself, then that plan contains a migration instruction for the message start event (representing that the message event subscription should be migrated).

If a migration plan is created from that process to a process with exactly the same structure but with different event subprocess IDs, then that instruction is not generated. However, it should be because the start event's event scope has not changed.
