Cannot switch between available permissions in admin

      Steps to reproduce:
      1) login into admin
      2) click on "Manage Authorizations" on dashboard view
      3) try to create a new authorization

      Problem:
      The button to switch between available permissions is not visible.

      Expected Behavior:
      It is possible to switch between available permissions.
