Probem Description:
Given
- WLS 12 R2 is used
- User is logged in
- Logged in user is member of camunda-admin
If user open the admin dashboard then the links for users, groups and tenants are not visible

- Missing links on admin dashboard are visible
Notes:
when inspecting the requests, we see that the browser sends does the following request:
