Keyboard navigation can access disabled form fields

      Reproduce:

      • Have a user task with a generic task form that is not assigned to the current user
      • Use tab navigation to access the generic form

      Expected:

      • I cannot focus fields and links inside the disabled form

      Observed:

      • I can access and interact with the disabled form

        This is the controller panel for Smart Panels app
