Add a minimal width to cockpit process left sidebar

      The minimal width should be based on the width of the sidebar tabs so they never got line break.

            I made some small changes to the Javascript to make the conditionals more clear.

            I do not agree with the collapsing behavior: I think it would be better to keep the sidebar open at minimum width when trying to make it smaller than minimum width. Current behavior is that the sidebar collapses when trying to make it smaller than minimum width. Maybe another ticket?
