Improve documentation of acquirable jobs

      so that it includes suspended job definitions and jobs that are suspended regardless of process defintion, process instance of job definition.

      Hint:
      Suggestion from thorben.lindhauer:

      In addition, the process engine has a concept of job suspension. For example, a job gets suspended when the process instance it belongs gets suspended. A job is only acquirable if it is not suspended.
