I can localize the Welcome App

      AT:

      • I can localize all static text inside the welcome app
      • I can read documentation on where to put the locale file and how to configure the app (same as for tasklist)

      As the Welcome app is going to be accessible to all users, it should be translatable, like the Tasklist.
