I can set restrictUserOperationLogToAuthenticatedUsers from command context

      Current implementation of org.camunda.bpm.engine.impl.persistence.entity.UserOperationLogManager#writeUserOperationLogOnlyWithLoggedInUser is based on process engine configuration, which does not allow to disable logging in legacy mode for the scope of single command.
