As a cockpit user I can toggle the dashboard regions

    Description

      • Add buttons allowing to toggle the different regions of the Cockpit Dashboard. The dashboards of the sections (processes, cases, decisions, tasks) are not in scope of this ticket.
      • When the metrics region is disabled, no related requests are performed.
      • Persist the state in browser localStorage.
