Rework design of collapsible dashboard section

      Not completely satisfied by the actual state.
      I would put the "help text" on the right of the title (when section is collapsed).
      Actually, I find the "eye" icon visible enough and since user have to click it to collapse the section, I do not believe that they need a reminder / help text.
