Migration of conditional events does not always set updateEventTrigger flag

      On migration of conditional events the updateEventTrigger must been used, otherwise the REST API returns an error.

      In cockpit, when creating a migration instruction between conditional events the updateEventTrigger flag should be set to true and been disabled.
