Improve displayed message when no definitions are deployed in Cockpit

      Steps to reproduce:
      1) start platform without definitions
      2) go to processes dashboard

      Problem:
      see attached screenshot

      Expected behavior:

      • Just one message is shown in that case.
      • The table is not visible

      Hint:

      • the same may also appear in the decision and case dashboard
