Display of empty tables/lists is inconsistent

      On process definition view the display of lists/tables in the bottom pane of Cockpit is inconsistent; Sometimes, the tab can be opened but has no content at all, sometimes a table head with no rows is shown, etc.

      This needs to be designed and implemented in a consistent way.
