AT:

In Admin, I can see the Authorizations tab with a user who has READ permission on all Authorization resources
Update the respective documentation --> https://docs.camunda.org/manual/7.8/webapps/admin/authorization-management/

Hint:

Currently this is only possible for users which are granted with All permission for authorizations.
