This issue is to add the basic functionality that a user can provide a comment when performing an operation to keep a record of why this change is being made. Examples:
- Operator cancels a workflow instance - why?
- Administrator changes authorizations - why?
This issue is about adding the possibility to add a comment to an existing user operation
Workflow is:
- user performs an operation (like cancelling a workflow instance) which creates a user operation log entry
- The user can then select this operation from the log and add a comment to it to document why they did this
