Cockpit Cleanup Dashboard does not show finished process instances

      Camunda 7.10-ee, WildFly 14 Distro
      When
      I complete process instances
      Then
      I don't see any instances show up in the cleanup view until at least one instance is cleanable. That can be observed regardless of the set history TTL

      Expected: All finished instances are shown, regardless if they are cleanable yet or not (like in the decisions tab)
