This is inconsistent with all other ee poms. It's the users task to add the ee repository to their own project or to their Maven settings.

Based on the commit that introduced this (https://github.com/camunda/camunda-bpm-spring-boot-starter/commit/630b810e2565d29aba6d4d05c7172cc3a5b2d27c), it also seems this was by accident rather than on purpose.
