In Cockpit, Cleanup metrics missing data, when multiple reporters log metrics

    Description

      Given

      • metrics are logged with 4 different reporter ids
      • there exists metrics for more than 24h

      When
      In Cockpit, open the cleanup page to see the metrics

      Observed Behavior
      Metrics show 0 at the start of the interval.

      Expected Behavior
      Metrics show a consistent workload.

      Problem:
      aggregateByReporter parameter is not set to true.
