I can configure that an operator can suspend/activate instance

      In order to update state (suspend/activate) single process instance following permissions are checked:

      • UPDATE permission on Process instance resource
        or
      • UPDATE_INSTANCE permission on Process definition resource
        or
      • SUSPEND_INSTANCE permission on Process definition resource (new)
        or
      • SUSPEND permission on Process instance (new)
