I can query if the email configuration in OPtimize is enabled/set up

      AT:

      • there is a rest endpoint that allows me to check if the email notification is enabled in Optimize
      • If email is disabled and an alert is configured, I can see an exception/a notification that notification could not be send, because email service is not configured
