As alert user I get a notification if alerting settings are not configured

    Description

      AT:

      • if the alerting.email.enabled setting is missing or set to false the user should be notified that alerting emails will not be send out.
      • The user should be notified in the optimize alert menu. For example in the 'Add new Alert' modal
