IE11 displays unreasonable amount of scrollbars

      Reproduce:

      • In IE11:
      • Create a raw data table report with many rows and columns
      • Add this report to a dashboard and make the report small
      • Goto dashboard view mode

      Expected:

      • There are a maximum of two scollbars (one for vertical scrolling and one for horizontal scrolling)
