Enable Optimize to reimport data without loosing reports, dashboards and alerts

      AT:

      • I can prepare Optimize such it reimports the engine data, but keeps the defined dashboards, reports, and alerts as well as the stored license
      • I can read about why I might want to do that when upgrading from Optimize 2.1 to 2.2
      • I can read about how to do that in the migration guide

            Review hints:

            • content/technical-guide/update/2.2-to-2.3/index.md should describe the migration from 2.1 to 2.2
            • also, the list of unsupported features should contain canceled instances filter
            • it would probably make sense to add -DskipTests flag in the Reimport Preparation readme, because execution of the test removes the data you could have in the ES
