implement add to collection dropdown

      AT:

      • In the reports list, when hovering over a report item I see a dropdown button to add a report to a collection
      • When opening the dropdown, I see all the collections that this report is included in
      • The reports that are included in one or more collection, have a label indicating the number of collections this report is in
