AT:

• the operation field in the decision report view has been removed
• for raw data decision reports the property field is set to rawData
• the rest api strucutre is adjusted accordingly

Background:
With OPT-2014 we removed the operations field from the process report view structure. To make it consistent, we should do the same for the decision reports.

Note:
A follow-up ticket for frontend is needed to adopt to the change. Beforehand clarify if this change breaks frontend in order to decide when to merge.
