Currently it is relatively difficult to place a new report between other reports on a dashboard if there is no space existent. All reports have to be manually moved down and only then I can add the report.
This behaviour should be improved in a certain way (examples space tool or automatic moving down of reports when dropping report, etc.)

AT:

• When moving a report, space is automatically created
• When a new report is added, it can be placed anywhere instead of it being added at the bottom
• The add Report button is placed at the top of the page
• The What's new Dialog is adjusted

Out of scope and maybe to do in another ticket:

• in view mode, disable heatmap interactions unless the user clicks on the report to "activate" it
• When moving a report to the edge of the screen, the page scrolls
