Move license page handling to front-end

    Description

      Context:
      Currently, whenever Optimize is accessed we check in the back-end if the Optimize instance has a valid license and if not, we redirect to a static license page. This had the disadvantage that every time the front-end changes the basic design, e.g. header/footer, those changes aren't applied to the license page as well.

      AT:

      • the license page is handled by the front-end
      • the license check is applied and makes sure that users can only access Optimize user pages, when there is a valid license in place --> OPT-3159
