Context:
Once event based processes can be published (OPT-2930) we need to offer them at the definition endpoints and allow them to be added to collection scopes for them to be used.
Note this task is related to OPT-3032 and OPT-3033
AT:
- the definition endpoints also serve published event based process definitions
- every user is authorized to see those definitions
- every user is authorized to see reports for event process definitions
