Event Based Processes are available at process-definition API endpoints

      Context:
      Once event based processes can be published (OPT-2930) we need to offer them at the definition endpoints and allow them to be added to collection scopes for them to be used.

      Note this task is related to OPT-2983 and OPT-3033

      AT:

      • the /process-definition endpoint also returns published event based definitions
        • the xml endpoint also needs to support event based processes
      • every user is authorized to see those definitions
      • update documentation if necessary
