Context:
For OPT-2982 and OPT-2989 we need a way to schedule event based imports and page through the event index. This task is about that shared code.

AT:

• there is a scheduler stub for event based import mediators (no medaitors yet though)
• there are read methods that allow to page through the event dataset ordered by ingestion timestamp (not used yet though)
