Grant all e2e users eventBasedProcess Access

    Description

      Context:
      Since the new config added with OPT-2998 not all users have access to eventBasedProcesses anymore. We need to add them for the local frontend dev environment/e2e tests to the optimize configuration.

      AT:

      • all e2e test users are granted eventBasedProcess access to Optimize started with `startBackend.js`

      Notes:

      • as discussed with Sebastian Stamm we intend to modify the e2e.js script to read the users and pass them as parameters to start-backend.js
      • along the way we also decided to move the whatsnew seen state setup to startBackend.js
