Allow week start to be configurable

      Depending on where users are based, the first day of the week can either be Monday or Sunday. We currently assume that the week starts on Monday and return results based on that. For example, the relative date picker will only consider this week to be data from the Monday onwards. We should allow this value to be configurable by users and adjust calculations accordingly. There could also be some frontend work that might needs changing with this.

            This will also influence the buckets when grouping by StartDate, EndDate or RunningDate when the chosen unit is week (I'll leave a comment with this ticket number where the running date groupBy needs adjusted)
