AT:

• On the dashboard view mode, if filters have been added to the dashboard, there is a new filter button that toggles a new filter section
• If an instance state filter has been enabled for the dashboard, there is an instance state filter dropdown as specified in https://zpl.io/2ZN63Dq
• If the filter is active, it is applied to every report on the dashboard
