In the Dashboard view mode, I can add variable filters based on the available filters for the dashboard

This is the controller panel for Smart Panels app

[OPT-3673] I can use dashboard variable filters

Things to clarify in design review:

            • If you have a startDate filter with a fixed date and then use the "Reset All" button to reset all filters, the selected fixed date is reset, but we keep the information that it was a fixed date (so the user can quickly assign another fixed date). Should we also reset that information and show the default dropdown with the relative date options instead?
