      Context:

      See discussion in https://confluence.camunda.com/display/CO/2021-01-28+Dashboard+Filter+Application+Followup

      Also: https://confluence.camunda.com/display/CO/2021-02-03+Dashboard+Filters+follow+up

Note that this may require a FE follow up depending on how we decide to handle the scenario of a variable filter not applying to any reports (similar to OPT-4792)

      AT:

      • Dashboard Variable Filters are applied to all process reports, even if the underlying process definition does not contain the variable
      • Dashboard Variable Filters are still applied to combined reports by filtering the underlying single process reports
      • Dashboard Variable Filters are still not applied to decision reports and external reports
      • We do not throw an exception when a Dashboard contains a variable filter for a variable that doesn't exist in any of the reports on the Dashboards
      • We do not remove Variable filters even if no report on the Dashboard has the variable
      • The User Guide documentation is adjusted accordingly
