- Show the actual visualization as empty instead of showing no data notice
- If the report is incomplete:
- In edit mode: show setup notice (e.g. definition/view/group by is not selected)
- in view mode: show no data warning with a message that the setup is incomplete
- if the user is unauthorized to see the report, show warning notice about missing authorization(this message can be seen only in a dashboard with unauthorized reports)
