In some scenarios our "no data" display makes no sense and is confusing to the user. It also does not work consistently across visualizations or view types.
We should check all "no data" scenarios and evaluate if this behaviour is actually needed or if something else should be displayed.
Additionally the "incomplete report setup message" is inconsistent (Process Report, Combined Report, etc).

Incident view group by flow node filter by flow node level resolved incidents only. Leads to "no data" thought it could display process model with 0 incidents.
