Show error notice on evaluation failure

      Context:
      If there is an error in the evaluation request we used to display an error notification explaining the error. This disappears quickly and the user is left with a generic error display in the report container.

      AT:

      • Show error notice if report evaluation request fails
      • Remove the notification error that appear in evaluation failure
