Apply instance level filters to the definition set via appliedTo

      Context:
      Given OPT-5335 filters can only apply to certain definition entries on a report definition. This should get reflected into the process instance filtering so that certain filters do only apply to the definitions they are set to via the new `filter.appliedTo` field.

      AT:

      • instance level filters should only apply to the definition entries they refer to via the `appliedTo` field on the base query that filters process instances
      • the special appliedTo entry `"all"` shall apply them to all definitions present

      Out of scope:

      • in case of `view` level filters the definition specific appliedTo field is ignored, they would thus apply to all data. We accept that limitation for now and will not offer this functionality in the UI.
