Enable Alerts in cloud environments

      We previously disabled cloud alerts. We would like to reenable this feature now that we expect them to work in cloud environments. There will now be a validation error if cloud alerts are created with recipients that are not valid cloud users

      • Alerts can be created/updated/deleted in cloud environments
