Instead of Optimize managing emails in the cloud, we should instead use the centralized mailing service available in the cloud.
Note that for platform and CCSM, the existing solution of configured SMTP server may need to remain in place. The scope of this ticket is just to migrate to using the comm-bridge for cloud emails
Justification: Abstracts away the implementation and complexity of sending email alerts and the server configuration behind this. This will become even more useful with the new goal setting work in this quarter.
