Currently, the latest docker image tag isn't being updated on patch releases. We probably need to modify our release job to detect patch releases and update accordingly.

ATs:

• The latest tag is updated on pushing a new patch release from the current maintenance branch
• The latest tag is not updated on patch releases to older maintenance branches

Hints:

• Maybe a job parameter would be enough for a quick fix to avoid the awkward detection of whether or not a patch is from the latest maintenance branch
