Decouple scheduled check for new processes / process instances to the sending of onboarding emails.

Currently Optimize only checks for new process instances/definitions regarding onboarding data when the email service for onboarding is activated. Since OPT-6254 also relies on those checks, these two features should be decoupled from one another
