Use the Carbon navbar in Optimize

      AT:

      • The Optimize Navbar is replaced with the carbon Navbar from the composite library
      • All the current info, dropdowns, and links are added to the new Navbar
      • The app switcher is hidden by default

      Out of scope:

      • Adding the app switcher to SaaS version of Optimize

      Testing notes:

      • All the functionality of the old navigation is moved into the new one
        • The title navigates back to home
        • The subnavigation links (breadcrumbs) still work like before
        • All dropdown menus of the old navbar are moved to the new one and they sill work like before
      • Resizing the browser window to a smaller width, will hide the navigation items and show the app switch icon on the left
        • clicking on the app switcher will show the navigation items inside a side menu
