      Testing Notes:

      • Start Optimize as a non-superuser
      • Observe the UI now contains the button for importing a report
      • The user is able to import a JSON report
      • The user is able to import a JSON dashboard
      • When the current user has no entity editing permission, the button should remain not visible in the UI
