Use entity_editor permission to determine authorization for entity import

      In OPT-6674, we will remove the import_export authorization. Instead, the UI should display this import/export button for all users. It needs considering that we still have the entity_editor permission, so it should continue to be possible to have the button completely hidden in the UI.

      Testing notes:

      • It is possible to export reports/dashboard if the user has edit rights
      • Read only users / collection viewers cannot import/export reports/dashboards (the options to do this are not visible for them)
      • This should be tested outside and inside a collection
