Add assignee/candidate group filter to dashboard

These elements were carbonised:

• the assignee modal that appears when adding/edition assignee filter
• assignee filter popover (the one that opens when you click on added filter button)
• toggle buttons inside popover
• off button in the filters

all these things have to work both in view and edit mode and also in fullscreen (see also attached screenshots)
