Remove the current node hover tooltip behavior and instead make task nodes clickable to open the task outliers details modal 

Testing Notes:

• instead of hovering over nodes in task analysis (old outlier analysis), now to open the details modal, you just have to click on  the node
• the modal on hover is removed
