Telemetry reporters in a cluster are not activated when telemetry is toggled

    Description

      • The telemetry reporter should always run so that it periodically checks in the database if telemetry is enabled. That way, it can detect if telemetry was initialized on a different process engine.
      • If telemetry is disabled, it should do nothing
