The text area where annotations are typed does not sit within the frame when expanded. Please see screenshot

Steps to reproduce (Required on creation):

Start an application server and go to Cockpit.

In the process definition/process instance view click on add annotation 

When you expand the text area it goes out of the annotations frame

NOTE: this issue is also present in the operation log annotations 

Observed Behavior (Required on creation):

The text area is expanded outside the frame

Expected behavior (Required on creation):

Upon expanding, the text area is within the frame

Root Cause (Required on prioritization):

The textarea can be expanded in all directions

Solution Ideas (Optional):

Set the CSS for the textarea to resize: vertical
